Assistant General Manager, Engineering Services

Summary of Duties/Qualifications

Washington State University (WSU) invites applications for the position of Assistant General Manager, Engineering Services.  This is a full-time, 12-month, permanent Administrative/Professional position which reports to the Senior Director and General Manager. The position supervises and directs the work of three Broadcast Chief Engineers at locations throughout the service area; the Senior Planning Engineer for facilities planning, systems integration and construction; and the desktop and server support unit

     

Principle Duties:  The position functions as the principal engineering manager of a telecommunications organization operating facilities at more than 40 sites in Washington, Idaho and Oregon.  Responsible for engineering services for two public television and thirteen public radio stations; numerous radio translators; television studios; radio studios in two locations; multiple interactive video-over-IP classrooms statewide; IP-based videoconferencing; planning, construction and maintenance of general university classrooms; an extensive digital interconnection system (DS-3 or better, being supplemented with a leased fiber OC-3 system); and a multi-channel digital satellite teleport.

 
40% (E)
   Responsible for the administration, quality control and reliability of construction, operations and maintenance services.  Sets policies and establishes priorities for maintenance and operations activities and for the construction portion of projects. 

20% (E)   Responsible for supervision of 19+ person engineering services department.  Recruits, trains and supervises EPM technical mid-management staff and reviews and approves all personnel matters in the engineering services department.  Assigns specific supervisory responsibilities to appropriate mid-management personnel.  

10% (E)   Responsible for ensuring good customer relations with users of engineering services, including public radio, public television and instructional divisions;   and university and community constituents. Responsible for ensuring contract compliance and obligations to other institutions and businesses.    

10% (E)   Works closely with the senior managers of the program and support areas within EPM on engineering support services, administrative, and budgetary matters. 

5% (E)     Acts as liaison between engineering and Federal Communications Commission engineers, site owners and other telecommunications entities on and off campus.    

5% (E)     Prepares and administers annual budgets for engineering services.

5% (E)     Serves as principal advisor on engineering services strategy and policy.

5%           Other duties as assigned.

Work Conditions/Physical Requirements:  Must be physically able to assist maintenance or construction crews in the performance of their duties.  Must complete EPM tower safety course, cold weather orientation course, general first aid course and attend radiation hazards briefing.  Must be knowledgeable of AC power and transmitter high voltage hazards and safety precautions.  Must be able to travel to remote sites and operate four-wheel drive vehicles, snowcats and other rough terrain vehicles.

 

Minimum Qualifications:  Requires a Bachelor’s degree in engineering or closely related field and eight (8) years of progressive responsibility in construction, maintenance and operations of telecommunications facilities (broadcasting, microwave, instructional telecommunications, cable, IP-video, or related field), including experience with digital production and transmission systems.  This experience must include at least four (4) years of management/supervisory experience.    Any combination of relevant education and experience may be substituted for the educational requirement on a year-for-year basis.

Preferred qualifications include graduate training in electrical engineering, electronics technology, engineering management or administration; a Society of Broadcast Engineering CPBE certification; experience with videoconferencing-over-IP technologies; experience working within university environment; documented history of customer service priorities; strong interpersonal and written communications skills; and demonstrated leadership ability in a technology management position.

 

Department:  Educational & Public Media operates Northwest Public Radio (NWPR), KWSU/KTNW Public Television (KWSU/KTNW), and Academic Media Services (AMS).  NWPR operates two program services on thirteen stations, serving small and medium size markets in Washington, Idaho, Oregon and Columbia.  “The NPR News” stations are located in Pullman, WA, (KWSU-AM); Moses Lake, WA, (KLWS-FM); Walla Walla, WA, (KWWS-FM); Vernon, (KMWS-FM); and WA, (KQWS-FM).  “NPR and Classical Music” stations are located in Moscow, ID, (KRFA-FM); Richland/Pasco/Kennewick, WA, (KFAE-FM); Yakima, WA, (KNWY-FM); Ellensburg/Wenatchee, WA, (KNWR-FM); Clarkston, WA, (KNWV-FM); Bellingham, WA, (KZAZ-FM); Port Angeles, WA, (KNWP-FM); and Cottonwood/Grangeville, ID, (KNWO-FM).   Six translators also provide public radio service throughout eastern and central Washington.  Conversion to HD has been completed on half of the network’s stations.

KWSU/KTNW public television stations are PBS affiliates that offer local, regional and national programming.  KWSU-TV is located in Pullman, and KTNW-TV is located in Richland/Pasco/Kennewick.  Both stations provide HD services.  The signals are extended by translators serving the Lewis/Clark Valley and the Beverly/Vantage areas and by cable operations in eastern and adjoining portions of Idaho and Oregon.  The KWSU/KTNW master control services are operated out of joint facilities in Spokane, Washington.

AMS provides videoconferencing-over-IP instruction to and from classroom sites across the state of Washington serving students at WSU's urban campuses and learning centers.  It also provides classroom design, construction and technology support, equipment checkout, IP video services and streamed media in support of WSU courses.

The organization employs a full-time staff of 68, plus 40 part-time employees.
